MoSeeker partners with Workday to launch a China Cross-Border Data Transfer compliance integration solution

MoSeeker has deepened its partnership with Workday, the global leader in human resources and financial management software, to jointly develop a compliance integration solution for China’s Cross-Border Data Transfer (CBDT). This enables complete integration between MoSeeker’s domestic core recruitment system (ATS) and Workday, allowing enterprise clients to seamlessly replace local recruitment systems within China. When talking about the most representative enterprise SaaS vendors worldwide, two companies are commonly mentioned: Salesforce in CRM and Workday, which originated in human resources. In 2021, MoSeeker became a software partner of Workday, becoming the first and only official partner in mainland China. Together, they have created recruitment and HR management best practices for Chinese enterprises. Now, the partnership has reached a new milestone.

Safeguarding Data Compliance in Recruitment

The key driver for this collaboration is the focus on compliance for cross-border transfer of Chinese citizens’ personal data.

Since the Personal Information Protection Law (PIPL) came into effect in 2021, data security regulation has become much stricter, and compliance pressure on companies has only increased. The release of the Measures for Security Assessment of Data Export, the Standard Contract Measures for the Outbound Transfer of Personal Information, and the Certification Specifications for Cross-border Processing of Personal Information have gradually established a comprehensive regulatory system covering assessment, record-keeping, and certification for data export.

Many companies need to collect and transmit large volumes of candidate information overseas during recruitment. Failure to comply with relevant regulations may result in severe legal consequences, including fines of up to 50 million yuan or 5% of the previous year’s annual revenue. There is no doubt that companies—especially multinational ones—must do their utmost to minimize risks associated with cross-border personal information transfer and reduce or eliminate incidents of non-compliance.

For cross-border data transfer, our ATS acts as both a “security valve” and a “transit station.” Specifically, with MoSeeker ATS, data from various job boards and the company’s own candidate pools—including substantial candidate personal information—can be processed in compliance with regulations and either retained in local databases or transmitted to the overseas Workday system only once compliance criteria are met. This approach helps enterprises avoid costly penalties for non-compliance.

Of course, MoSeeker’s partnership with Workday began with data protection, but it is not limited to this aspect. With integration, MoSeeker ATS and Workday can automatically synchronize all fields and statuses through configuration, and quickly adjust whenever changes occur in the future. Right from the first step in recruitment—when a position is created or edited in the Workday system—it can be automatically synchronized to ATS and posted directly to recruitment portals and the MoSeeker WeChat platform. Account synchronization is also streamlined: every Workday user account corresponds to a MoSeeker ATS account, allowing one account to span both systems. Other key synchronizations include position application information, completed job information, and new employee onboarding details.

On top of this, MoSeeker ATS provides greater flexibility for enterprises. Across the entire recruitment journey—from resume screening and interviewing to background checks and offer management—organizations can tap into the ATS’s diverse features to optimize any step, or switch seamlessly back to Workday whenever they need.
