
From October 16 to 17, the 13th Congress of Shanghai Federation of Returned Overseas Chinese and Their Relatives was grandly held in the city. Chen Jining, Secretary of the Shanghai Municipal Party Committee, attended the opening ceremony and delivered a speech, while Wang Linggui, Party Secretary and Chairman of the China Federation of Returned Overseas Chinese, was present to offer his congratulations.
On 17th, the first plenary session of the 13th Committee of the Shanghai Federation of Returned Overseas Chinese was successfully convened. Following the election, Qi Quansheng was elected as President of the Federation, while Chen Yiner and Jiang Ying became full-time Vice Presidents, with Chen Yiner also serving as Secretary-General. The meeting also elected 10 part-time Vice Presidents, 65 executive committee members, and 176 committee members.
Among them, Wang Xiangdao—Standing Committee Member of the Shanghai Youth Federation, Member of the Xuhui District CPPCC, Vice President of the Xuhui District Federation of Returned Overseas Chinese, and founder & CEO of MoSeeker—was chosen as a presidium member and elected as an executive member of the Federation.

“As a returned overseas entrepreneur, after listening to the speeches by Secretary Chen Jining and Chairman Wang Linggui at the event, I gained a deeper understanding of the Federation’s mission and greater confidence in its future,” said Wang Xiangdao. “I will study and implement the spirit of the congress, fulfill my responsibilities as an executive committee member, and continue to unite, inspire, and empower overseas Chinese through concrete action. By integrating my professional expertise with the work of the Federation, I am committed to driving digital recruitment solutions that promote precise talent matching and contribute to Shanghai’s development as a hub for talent—realizing greater social value through technological innovation. Meanwhile, I will also serve as an advisor and ambassador, acting as a bridge for overseas Chinese, their families, and new talent, providing professional support to help them integrate into Shanghai and collectively build an international metropolis.”
Wang Xiangdao has long been dedicated to the work of the Overseas Chinese Federation, actively participating in its events and promoting the high-quality development of the Federation, contributing wisdom and strength to national progress. In 2023, he was honored as a “National Advanced Individual Among Returned Overseas Chinese and Their Relatives.” In 2024, under his leadership, MoSeeker’s “New Overseas Chinese Service Station” was officially unveiled, focusing on innovation and entrepreneurship and delivering comprehensive support and services to the overseas Chinese community.
