Novartis China launches its brand-new ATS, firmly rooted in the local talent market!

Novartis, a global leader in pharmaceuticals, has teamed up with MoSeeker, a pioneer in digital recruitment, to launch the Novartis China Applicant Tracking System (ATS). The system is now officially live and fully operational, featuring seamless integration with the group’s global Human Capital Management (HCM) system. This not only strengthens compliance management for domestic candidate data but also adapts to the unique characteristics and dynamics of the local talent market, empowering Novartis’ end-to-end recruitment in China. The initiative reflects Novartis China’s ongoing commitment to and innovation in embedding its recruitment practices deeply within the local ecosystem.

Built on MoSeeker ATS, an independently developed core SaaS recruitment platform, the new project expands on previous integrations to create an all-in-one recruitment management system. Kicked off on June 18th this year, the project took over 160 days to complete. Both teams worked closely together with clear division of responsibilities and highly effective communication, leveraging their respective expertise to overcome numerous complex implementation challenges. Together, they successfully managed each phase—from requirements discussions, product design and planning, project development, and testing (including internal, user, and stress tests) to the final launch. The result is a brand-new local ATS that integrates with the globally used Workday system, enabling users to manage local recruitment more efficiently.

A key feature of the system is its localized deployment, with all personal data generated during the recruitment process stored within China. This move responds to China’s regulatory requirements on Personal Information Protection Law (PIPL) and Cross-Border Data Transfer (CBDT), ensuring strict legal compliance and robust support for Novartis’ recruitment activities in the country.

Additionally, while the overseas and China recruitment systems operate independently, they are closely connected and highly coordinated, enabling recruitment information and data to be shared and configured seamlessly for a smooth user experience. Recruiters can create new positions in the global HCM system, which will then be automatically synchronized with China’s ATS. Where regulations permit, necessary information may be transferred abroad, but non-essential data is retained

Novartis uses the Workday Human Capital Management system globally. As Workday’s exclusive Innovation & Sales Partner in the Chinese recruitment sector, MoSeeker has collaborated with Workday to develop the Apply Sync integrated recruitment solution, which has earned official certification from Workday. This solution is now being widely adopted across an increasing number of industries.

The newly launched Novartis China ATS empowers every stage of the recruitment process, end to end. Leveraging the strong compatibility of MoSeeker’s MoATS, the system seamlessly connects to a variety of external recruitment channels—not only mainstream platforms like WeChat and major job boards, but also specialized recruitment platforms focused on pharmaceutical talent. Serving as a centralized information hub, users can easily publish overseas-synced job postings to multiple platforms with a single click, and resumes are automatically collected. Subsequent recruitment steps, including talent matching, resume screening, and interviews, can be configured and managed with simple, intuitive controls.
