主要职责 Main Responsibility:
Procedure and Process
a) Follow the corporate procurement processes and procedures during the project execution
b) Establish and optimize project and procurement management system
c) Develop related project procurement procedures such as tendering process
d) Develop related plant procurement procedures based on the internal control requirements
e) Ensure compliance with company policies, industry regulations, and ethical purchasing standards.
Project Procurement
a) Establish and issue the Project Procurement Plan according to project master plan
b) Issue and maintain the Project Procurement Status Report and Project Contract Plan.
c) Lead or perform the vendor sourcing, pre-qualifications, vendor audit, RFQ, the bidding process, negotiations with the bidders, PO issuance, QC and expediting, logistics, custom clearance
d) Evaluate the performance of suppliers, conduct regular supplier audits, resolve supplier-related issues (e.g., quality defects, delivery delays), and foster long-term strategic partnerships with key suppliers.
e) Control purchasing costs by implementing cost-saving initiatives, and optimizing procurement workflows to reduce waste and improve efficiency.
f) Any other tasks as assigned
BU PSM coordination and alignment
a) Work with BU Germany PSM team for the regular PSM meetings and commodity strategies
b) Coordinate with the local suppliers for global sourcing projects
Local plant PSM team leading and shaping
a) Lead, manage, and develop the purchasing team, including assigning tasks, providing training, setting performance goals, and conducting performance reviews to ensure team efficiency and professional growth.
