Leveraging End-to-End Digital Systems, Shanghai Metro Manages Recruitment for Over 500 Stations

MoSeeker partnered with Shanghai Metro to develop an end-to-end digital recruitment system that unified the recruitment portal and processes, optimized resource allocation, and enabled efficient integration, thereby enhancing headquarters’ overall management capabilities. Through the official recruitment platform on WeChat, resumes are collected and consolidated by the headquarters, then distributed to individual metro stations as needed.

Shanghai Metro is operated and managed by Shanghai Shentong Metro Group which oversees more than ten subsidiaries. As of 2024, the group operates 21 lines with over 500 stations and an operating distance exceeding 800 kilometers, making it one of the largest urban rail transit systems in the world in terms of total line length. In 2023, the Shanghai Metro network (excluding maglev) transported a total of 3.659 billion passengers, with an average daily ridership of 10.02 million and an average of 11.41 million on working days.

  • Fragmented Recruitment Operations: The group’s numerous subsidiaries use different recruitment channels and application portals, leading to inefficiencies in hiring and a subpar experience for applicants;
  • Diverse Station Requirements: Each metro station manages its own recruitment, resulting in large disparities in resume submissions and making it difficult to allocate resources evenly;
  • Ineffective Coordination and Oversight: Previously, centralized recruitment management and process oversight were inadequate, lacking depth and increasing the risk of “micro-corruption”;
  • Manual Processes and Low Efficiency: A significant portion of recruitment work was still carried out manually, making it hard to meet the demands of the group’s digital transformation in human resources management.

Solution

 

1. Unified Digital Platform

 

MoSeeker built an end-to-end digital recruitment system for Shanghai Metro, enabling the entire recruitment process to be managed and operated on a single platform powered by the MoSeeker ATS recruitment management system.

2. Mobile Recruitment Portal

 

We set up the official recruitment portal for the group on WeChat, allowing resumes to be collected centrally via mobile. The headquarters then allocates candidates to appropriate stations for interviews based on their profiles, optimizing resource distribution with flexibility.

 

3. Diversified Staffing Management

 

A new digital management mechanism was established to accommodate the group’s diverse staffing arrangements—including regular employees, contract workers, and outsourced staff—enabling headquarters to monitor the recruitment status of each subsidiary in real time.

 

Impact

 

In September 2023, the Shanghai Metro WeChat recruitment portal and system officially went live, becoming the group’s exclusive external recruitment platform:

  • Within six months, job postings on the recruitment account received over 500,000 views, more than 28,000 resumes were submitted, and over 600 people were hired, significantly accelerating the recruitment cycle, improving efficiency, and enhancing the candidate experience;
  • The solution fulfilled the group’s human resources digital transformation needs, standardized recruitment channels, strengthened centralized management, and enhanced the overall corporate image.
