职位介绍：

项目估算师的职责是在项目立项及审批阶段提供预算并在整个项目实施过程中按项目预算监控设计和变化。职责包括初步及详细估算，设计审核，招标清单准备及评估，费用计算及变更管理。

工作内容：

为所有分配的项目提供估算支持，包括综合设施规划项目及其他部门的估算需求。这些项目范围包括维修、现场施工、机电安装、主题饰面及假山塑石，标识标牌、内装修、设计、项目及施工管理。

项目立项阶段

·      项目立项阶段与综合设施规划（IFP）团队一起准备预算用于项目审批，预算需要包括整个项目直至交付的所有费用

·      按照方案图纸及规范确认估算的范围和内容

·      从以前的采购单、乐园施工合同、供应商合同等历史费用数据中查找合适资料完成估算

项目招投标阶段

·      为内部及公开招标项目提供工程量清单及拦标价

·      参照以往类似项目的合同或采购单价格信息审核回标报价，协助项目经理及协调员检查报价确保工作范围没有遗漏

·      确保所有估算工作文件及数据保存

项目执行及关闭

·      跟踪及记录所有项目费用信息，整理并更新设施资产管理（FAM）项目费用周报

·      项目实施阶段参与变更的估算及审核，为项目经理及协调员提供决策建议

·      项目实施阶段为设计及项目组提供项目费用指导

·      配合项目经理准备项目最终费用估算，评估所有变更并准备费用趋势分析。

·      建立并维护设施资产管理（FAM）项目费用数据库，用于指导今后项目估算

Job Summary:  

The senior project estimator is responsible for providing budget estimates during project initiation & approval phase and monitoring the design and changes for adherence to the budget throughout the remaining project life cycle. Duties include conceptual and detailed estimating, design review, bid packaging BOQ & tender review, cost accounting and change order administration.

What You’ll Do:

·      Responsible for estimating on all assigned projects including Integrated Facilities Planning (IFP) projects and LOB estimate request. These projects involve all aspects of work including facility maintenance & repair, sitework, MEP installation, theme finishes & rock work, graphics & signage, interior finishes, design, project management & construction management, etc.

Project Initiation

·      Prepares budget estimates together with Integrated Facilities Planning (IFP) team for funding approval during project initiation phase, the estimates shall cover facilities and shows throughout a projects lifecycle to turnkey

·      Reviews and estimates proposal specifications, drawings etc. to determine scope of work and required contents of estimate.

·      Reviews and incorporates historical cost data from purchase orders, base park contracts, subcontracts, etc. into estimates.

Project Tender and Bidding

·      Provides bill of quantities (BOQ) and tender ceiling price estimates for internal and public tender projects bid package

·      Review received bid quotation based upon comparable/equivalent historical contract/PO figures, support Project Managers and Coordinators to check quotation to ensure full project scope of work are covered.

·      Ensures all working documents and data are maintained to back-up estimate figures.

Project Implementation and Closeout

·      Tracks and records all projects cost information, generates Facility Asset Management (FAM) project cost weekly report.

·      Participates in estimating, reviewing and settling change orders during the implementation, acting as advisor to the Project Managers and Coordinators.

·      Provides design staff and project team with cost guidance during all phases of project.

·      Develops total project Estimated Final Cost (EFC) with project managers. Evaluates all change documentation and provides trend estimates and analyses against current EFC/Budget estimate.

·      Develop and maintain Facility Asset Management (FAM) projects cost data base for future project reference.

·      熟练电脑软件操作

·      候选人需要建筑，施工管理或工程相关本科学位

·      具备与管理层及项目组（包括项目管理、设计、承包商及供应商等）顺利合作的能力

·      具备通过谈判解决冲突的能力

·      具备指导项目组及第三方QS公司的能力

·      能保持良好的人际关系，有魄力做决定

·      流利的中英文双语能力

What To Bring:

·      10+ Years estimating, contract management, cost control, and/or engineering experience in similar facility construction strongly desired.

·      Advanced knowledge of estimating techniques and cost controls.

·      Proficient in PC programs.

·      Candidate will possess a minimum B.A. in Construction Science, Architecture, Construction Management or Engineering, or equivalent degree.

·      Ability to work successfully with all levels of management, all project team members (project management, design, contractors, vendors, etc.) to achieve team goals.

·      Ability to resolve conflicts and negotiates successfully.

·      Ability to provide guidance to the project team and to 3rd party QS Estimators as applicable.

·      Demonstrated decision-making and relationship building ability.

·      Bi-lingual (Fluent in English and Mandarin)
