The purpose of the role is to manage direct material spend across a number of commodities, PMs are typically focused on handling critical shortages, contract management, supplier performance management (SPM) and supplier relationship management (SRM) with the primary objective of achieving excellent and measured results for quality, cost and on time delivery on a tactical level.

The PM works closely with local key business stakeholders to prioritize securing supply, quality & cost in production materials and development projects/programs.

ELEKTA BLLS direct material suppliers are categorized in to two groups where the MP has following overall responsibility per group:

1- Strategic supplier 战略供应商
• Critical shortage, supply risk management (key material, tier-2, capacity, stock), supplier resilience

• Supplier contract execution and supply performance

2- Tactical supplier 战术供应商
• Critical shortage, supply risk management (key material, tier-2, capacity, stock), supplier resilience

• Supplier contract execution and supply performance
供应商合同的执行和供应绩效
• supplier overall performance and relationship owner

1. Supporting the Domain Leads and Procurement Managers in the development of local sourcing strategies for allocated commodities taking due account of stakeholder mapping, spend analysis, understanding of current and future demands, supplier improvement and cost reduction opportunities.
支持领域负责人和采购经理制定本地采购策略,充分考虑利益相关者协调,支出分析,了解当前和未来需求,供应商改进和降低成本的机会。
2. Identify supply chain risks and develop mitigation plans in order to secure business continuity and resilience.
识别供应链风险并制定风险防治计划以保证业务持续性和韧性。
3. Support in the selection of suppliers in compliance with the Elekta sourcing process whilst ensuring selection is robust and fit for purpose.
支持供应商选择以保证符合公司采购流程、过程完善、完成既定目标。
4. Drive RFX
推动信息更新。
5. Negotiate best practice terms with suppliers.
参与供应商谈判。
6. Ensure robust supply agreements are in place with tactical suppliers.
落实和完善供应商供货合同。
7. Using SPM and SRM techniques, monitor and improve supplier’s performance on cost, quality, delivery, service and contract compliance.
使用供应商绩效管理和供应商关系管理的工具,管理和提高供应商在质量、交付、服务和履约方面的绩效。
8. Encourage open book costing and competitive tendering.
鼓励透明成本和有多家竞争的报价。
9. Take initiative on achieving the lowest total cost of ownership through negotiation, value engineering, localization, sup-plier reduction and supplier consolidation.
主动通过谈判、价值工程、本地化、供应商优化等方法降低总成本。
10. Develop & maintain a thorough understanding of relevant global supplier market(s) .

Education & Major, Certification 教育学历及专业,资质证书
At least Four-year college degree in engineering, business, supply chain, or relevant disciplines.
工程、商务、供应链或相关学科四年制大学学历。
Knowledge, Experience & Skills (Necessary Items) 知识、经验和技能
1. Previous Buying or Category Management experience ideally for direct materials and within a Manufacturing environ-ment.

2. Ability to demonstrate knowledge and understanding of sourcing strategy deployment, financial concepts and the ability to create business cases.

3. Excellent negotiation and supplier management skills.

4. Experience with contract management and awareness and understanding of contractual law.

1. Strong communication skills with the ability to liaise with personnel/ clientele/ suppliers and key stakeholders at all levels.

2. Confident negotiator at a senior level. Experience having managed a complex global supply base is desirable.
